These words are from the joyous announcement the angel makes to the shepherds at Jesus’s birth:
“And the angel said to them, ‘Fear not, for behold, I bring you good news of great joy that will be for all the people.’” Luke 2:10.

They must have been beyond surprised and yet an angel tells them they do not need to be afraid, there is good news of great joy for all people. And that news as we know is the Lord Jesus.
